Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of opposing developments captured the grim essence of the current period. By day, negotiation efforts are fought: positive announcements are delivered from different nations. Considerable effort is expended on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through timely intelligence. From observation points, defense planes that had been scrambled to counter approaching aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through partner states. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly becomes resigned acknowledgment: possibly the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and further power outages.
Ongoing Risks
Following this, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the bullets missed the hostile drone – it continued its flight toward its target.
With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and heating outages in many homes as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are evidently unprepared to fill in the near term.
Unsuccessful Negotiations
The 28-point plan from US administration generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new proposal from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, certainly, persist.
Tactical Assessments
It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership functions according to a assumption well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is unrealistic to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's south or east.
The problem is that while acknowledging this situation, American administration does little to deter Moscow, through statements or actions, from believing that the current condition will not shift further in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but averting a complete military breakdown until situations evolve in its favour.
Present Conditions
Objectively, there are no actual prerequisites for a armistice. Now, personal considerations are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their mission will now be much harder after current events, it remains highly unlikely that this will change their overall approach.
These opposing factors are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
